The full path must be specified or the command issued in the directory that the .vmdk file is located.
vmkfstools -X 1000m /vmfs/volumes/datastore/vmguest_name/vmguest_name.vmdk
UPDATE:
After wasting a couple of hours trying to figure out why this won't work I have the answer. the -X size is the total size of the disk not how much you want to expand it by! So the correct syntax should look like this:
vmkfstools -X 25000m /vmfs/volumes/datastore1/vmguest_name/vmquest_name.vmdk
